Water is a human right. But, the United States has a water affordability problem. In places like Detroit, Baltimore, and other cities, families unable to afford their water bills have their water shut off. When this happens, kids can't bathe, people can't wash dishes, and grandparents can't flush their toilets.

Cities facing water crisis can use machine learning in three ways to help families: to evaluate applications for assistance; to help utility companies discover customers who may be in need before crisis (in the form of water shut-off) occurs; and to design the most effective targeted interventions for families--by matching families to local community organizations and businesses to families needing employment, foreclosure prevention services, budget counseling, or low-cost home repairs.
