Public policy related to animal issues has not been well explored in the urban politics literature. Concerns related to animal welfare are increasingly pressing in many cities yet sustained attention to them appears absent from the urban policy agenda.

Approximately 7.6 million companion animals enter animal shelters nationwide every year. Of those, approximately 3.9 million are dogs and 3.4 million are cats. Each year, approximately 2.7 million dogs and cats are killed every year because shelters are too full and there aren’t enough adoptive homes. Still, communities regularly fail to address the animal welfare in their area. Animal welfare policy in the urban context suggests why this policy area appears not to have gained a consistent place on the public agenda.
